The event was co-hosted by the China International Trade Association and Guangdong University of Foreign Studies, with the theme of "Promoting a high level of opening up to the outside world and accelerating the construction of a strong trade country".

Mr. Yi Xiaozhun, former Vice Minister of Ministry of Commerce and former Deputy Director-General of WTO, Mr. Zhao Jinping, former Director of Foreign Economic Research Department of Development Research Center of the State Council, Mr. Chen Zhenghong, Second Inspector of Political Research Office of Ministry of Commerce, Mr. Wang Huiyao, Chairman of Globalization Think Tank, Mr. Lin Guijun, Director of Academic Committee and Professor of University of International Business and Economics, Mr. Huang Jianzhong, Chair of World Trade Organization and Professor of Shanghai University of International Business and Economics, and Mr. Affirmation Hao, President of Guangdong University of Foreign Studies, Guangdong Hong Kong and Macao Greater Bay Area. Seven distinguished guests, respectively, spoke on "Shaping China's External Economic and Trade Environment with Openness", "Striving to Promote System-based Openness - Accelerating the Goal of Building a Strong Trade Country", "Analysis of China's Foreign Trade and Economic Situation in 2023", "Benchmarking CPTPP and DEPA, Expanding New Dynamics of China's Opening Up", "Global Trade and Investment The situation of China's foreign trade", "The new environment, new features and new measures of China's foreign trade operation", "The status and role of Guangdong, Hong Kong, Macao and the Great Bay Area in building a high level open economy" were the keynote speeches.

Zhao Jinping, former Director of Foreign Economic Research Department of the Development Research Center of the State Council, said that the sustained growth of foreign trade has played an important role in promoting China's economic development. According to Zhao Jinping, under the new situation, China should transform from a big trading country to a strong trading country by promoting system-based opening. He suggested deepening stress tests in the pilot free trade zones, strengthening research guidance and policy support, expanding local reform mandates, enhancing synergy in policy implementation, and improving the rule of law governance system to provide strong support for higher levels of system-based opening.

"Institution-based opening is an important direction for China's future opening." Wang Huiyao, chairman of the Globalization Think Tank, said China should actively dock to the rules of high-level international free trade agreements, including CPTPP (Comprehensive and Progressive Trans-Pacific Partnership) and DEPA (Digital Economy Partnership Agreement), which will help increase China's influence in global economic governance. He suggested that we should start from intellectual property protection, cross-border data flow, service trade and talent flow to continuously improve the rules and systems and enhance the level of opening up to the outside world.

Affirmation Hao, director of Guangdong-Hong Kong-Macao Greater Bay Area Research Institute of Guangdong University of Foreign Studies, focused the discussion on the Guangdong-Hong Kong-Macao Greater Bay Area. In his view, the advantages of the Greater Bay Area, such as high degree of internationalization, superior resource allocation ability, industrial advantages and strong linkage effect, provide the basis for building a high-level opening system.

In the parallel sub-forum, the participants focused on "Expanding high-level opening up", "Stabilizing the supply chain of industrial chain", "Actively developing digital trade" and "Building a high-level Guangdong-Hong Kong-Macao Bay Area". "Building a high-level open economy in Guangdong, Hong Kong and Macao Bay Area", "Challenges and responses of Chinese foreign trade enterprises under multiple complex environments", "International economic and trade professional construction and high-level talent training". Six themes were discussed in depth.
